Procurement Specialist - Jakarta

We are currently taking applicants for the following position:

Procurement Specialist

The tasks of the Procurement Specialist will be as follows:
• > Assist the Program Coordinator on matters related to the procurement of consultants and other services required by project as well as substance related to the procurement issues;
• > Assist in establishment of Procurement Committees (PCs) by Goverment and other GOI Agencies for sub- projects or thematic projects;
• > Assist Design project procurement manual and guidelines, implement, review and revise as necessary to align with GOI and development partner’s procurement standards;
• > Disseminate procurement manual and guidelines to relevant stakeholders;
• > Assist in the design of procurement process for each sub-project based on type of study, scope of work, time required, and cost.
• > Assist in development and preparation of procurement documents.
• > Assist in procurement activities, including pre-qualification of consultants, preparation of long/short lists, issuance of RFP, conducting pre-bid meeting, proposal evaluation, negotiation, and signing of contracts.
• > Monitor and evaluate procurement progress and conformance with procedures as stated in the Manual, recommend measures to expedite progress where necessary, and assist in preparation of procurement reports for each sub-project.
• > Assist in maintaining and updating databases on project procurement status and local/foreign consultants pre-qualified under the project.

Required Qualifications and Experience:

The Procurement Specialist is expected to possess the following task specific experience and capabilities:
• > Bachelor (S1) degree in Engineering or Management with at least 3 years of relevant experience; an additional master’s degree (S-2) in relevant field will be an advantage;
• > At least 1 year experience in public sector projects in Indonesia;
• > Having knowledge of the planning, preparation, and implementation of procurement standards and procedures for consulting project based on GOI and international development partners’ guidelines;
• > Sound English language capability (written and spoken) and report writing skills
• > Proven ability to work independently with limited supervision and to operate effectively in a team environment
